under General Order No.63 (Colonial Regulation No.51) were framed against the Shroff,Mr. So Ut Tai. copy of these charges is enclosed. In accordance with the Colonial Regulations I placed the investigation of the charges in the hands of Kr. Nisbet as head of the
Department concerned. He was assisted in his investi- gations by the Honourable Sir J.H. Kemp (Attorney General) and Hr. T. Dallin of the Audit Department.
As in the case of Kr. Hill the result of the enquiry was, to all intents and purposes, an acquittal.
11. Meanwhile the "Ling Nam" was sold on the 11th
March, 1927. As stated above, there was considerable
delay in settling the distribution of the proceeds of
sale; but, when the final account was passed by the
Court at the end of August, the nett result was that,
after the sum of $20,354.55 due to the Auctioneering
and Brokering Company, Limited, had been credited to
Government, there remained a nett deficit of $7,818.97
in respect of the advance of $27,324.23 mentioned in

paragraph three of this despatch a sum of
$544 in fees due directly to government had to be
added, making $27,868.23 in all.
12. The Auctioneering and Brokering Company
Limited, though not actually declared bankrupt, is
hopelessly insolvent and I am advised by my legal
officers that it is impossible either to bring a
successful criminal prosecution, or to bring a civil
action with any prospect of recovering any of the
loss from this company.
13. The result of this complicated and unfortu-
nate business, therefore, is that Government is faced
with a
